Good news, commuters! The Bukit Panjang Light Rail Transit (BPLRT) system is undergoing a major transformation, with approximately 88% of its renewal works already completed. This ambitious project aims to significantly boost the reliability of the line, which has been in operation since 1999.
This marks a crucial step in a long-term effort to enhance the BPLRT, promising smoother and more dependable rides for everyone. The Land Transport Authority (LTA) has reported 'significant progress,' with the entire renewal project slated for completion by the final quarter of 2026. This initiative addresses persistent reliability issues that have, at times, frustrated commuters, as noted by former Transport Ministers.
In July, the line experienced two disruptions, highlighting the need for these improvements. A key aspect of the renewal involves overhauling the power rail system, a critical component since the LRT's inception. The LTA emphasizes that the work extends beyond mere part replacement, including design enhancements and modular component improvements. These upgrades facilitate a smoother transition for light rail vehicles between power rails, simplifying maintenance.
To illustrate the process, media representatives observed a power rail replacement at Bangkit LRT station around 1 AM on a Saturday. Workers, after a safety briefing, unloaded tools and materials, manually carrying equipment to the platform. The power rail, spanning 17 km across the BPLRT network, is replaced in segments, with about 45 meters replaced each night. This power rail comprises five parallel aluminum rods, essential for supplying electricity to the trains.
At 2 AM, the media observed workers replacing the rails. A team of 49 workers removed the old rails and assembled new 9-meter segments, working within a tight 2.5-hour window before the start of revenue service at 5 AM. The stud welding method, known for its speed and low noise, was used to attach metal pins. On that Saturday, 45 meters of power rails were replaced, with the team completing their work by 3 AM. Rigorous testing follows each section's installation. Safety is paramount, with work halting during lightning risks and hydration encouraged on humid nights. The power rail replacement is approximately 20% complete and on track to finish by the fourth quarter of 2026.
But here's where it gets controversial... The Bukit Panjang LRT is Singapore’s first LRT line, and it has been affected by technical problems and breakdowns since its opening in 1999. In 2017, then Transport Minister Khaw Boon Wan described the line in Parliament as an “afterthought” for a built-up town that was constructed because of “political pressure”.
Another significant milestone is the completion of the train signaling system renewal, transitioning to the Communications Based Train Control (CBTC) system. LTA described this as a 'major undertaking,' integrating new technology with existing infrastructure. Extensive testing across various scenarios, including system fault simulations, ensured optimal performance. The signalling upgrade was completed, and full CBTC operations commenced on November 8, 2025. Furthermore, the train fleet has been refreshed, with all 19 new light rail vehicles (LRVs) deployed and all 13 second-generation LRVs upgraded to be CBTC-compatible.
Additionally, the Operations Control Centre (OCC), the BPLRT system's nerve center, is undergoing renovation to improve coordination and monitoring. The upgraded OCC will feature an ergonomic layout and enhanced overhead displays. An interim OCC currently manages the system until the upgraded facility is ready. In 2024, then-Minister for Transport Chee Hong Tat acknowledged that the renewal works have been a “long journey” for commuters, but it is one that has to be undertaken to fix the “legacy problems” and deliver better service. LTA had previously said that the renewal works for the line were slated for completion in 2024. However, in 2022, then-Transport Minister S Iswaran said that due to the impact of COVID-19, the completion date would be pushed back to 2026.
