Currently, students face a complex maze of application processes, with separate exercises and multiple online portals, creating a stressful and confusing journey. But here's the game-changer: from 2028, a single, streamlined application will be introduced, allowing students to submit up to 12 choices across junior colleges, polytechnics, and the Institute of Technical Education (ITE).
This administrative overhaul follows the successful implementation of subject-based banding, where students are no longer categorized into academic streams. Instead, they take subjects at varying difficulty levels, tailored to their PSLE scores and interests. And this is the part most people miss: the new Singapore-Cambridge Secondary Education Certificate (SEC) examinations, replacing the GCE exams, will further enhance this personalized approach to education.
The SEC exams will be spread out over two weeks, with English and mother tongue language exams in September, followed by other subjects in October. This ensures a more manageable exam load for students. The results, released in mid-January 2028, will be the key to unlocking various post-secondary pathways via the new Post-Secondary Admission Exercise (PSE).
During the six-day PSE application period, students will use a centralized portal to submit their choices, ranked in order of preference. And here's where it gets controversial: the order of choices will be a tiebreaker, encouraging students to prioritize institutions based on their strengths and interests. This is a departure from the current system, where examination results for different courses are released at different times, creating an uneven playing field.
The Ministry of Education (MOE) assures that admission exercises recognizing diverse strengths beyond academic grades will continue. This includes direct admissions to junior colleges and early admission to polytechnics and ITE.
